Mark Shimmin MBE, Director, is a trained accountant who joined TCA after a 32-year career with the Treasury Ministry of the Isle of Man government, the last ten years of which were as Chief Financial Officer (equivalent to State Secretary or Permanent Secretary).
He established a track record of providing sound financial advice and strategic business guidance to facilitate change, enable robust governance and fuel growth. He led many key international negotiations on behalf of the Isle of Man government and worked closely with Tim Cullen on establishing the Small Countries Financial Management Centre. Mark succeeded Tim in taking on the part-time role of heading the Centre in 2014.
At the Treasury, he controlled an annual budget in excess of £32 million and oversaw revenue spending of more than £1 billion per annum, capital expenditure of £100 million, and Investments of £1.5 billion. In recognition of his key role in government, he was made a Member of the Order of the British Empire (MBE) in the January 2014 New Year Honours.
